December 22, 2008: Workshop/Meeting

Body:
The Regular Monthly Workshop/Meeting of the Board of Trustees was held this evening, Monday, December 22, 2008 with the following Board Members present:  Mayor Richard Pugh, Trustees Raymond Daviau, Margaret Stephenson, Richard Shaffer and Brenda Gilberti.  Also present was Village Attorney Richard Parker, Codes Enforcement Officer Chester Kowalski and Planning Board Chairman Robert Friedlander.

 

There was no one from the Public at Large in Attendance.

 

Mayor Pugh called the Meeting to order at 7:00 P.M. followed by the Recital of the Pledge of Allegiance.

 

Various discussions occurred throughout the evening commencing with Mayor Pugh reminding the Board of being in possession of Minutes that need action and asked for the Boards wishes.

 

Motion Trustee Shaffer, second Trustee Gilberti to approve the Minutes of the December 8, 2008 Monthly Board Meeting as presented.  Vote:  Trustee Gilberti - yea, Trustee Shaffer - yea, Trustee Daviau - yea, Trustee Stephenson - yea, Mayor Pugh - yea.  Approved.

 

Motion Trustee Daviau, second Trustee Stephenson to approve the Minutes of the December 18, 2008 Special Meeting as presented.  Vote:  Trustee Gilberti - yea, Trustee Shaffer - yea, Trustee Daviau - yea, Trustee Stephenson - yea, Mayor Pugh - yea.  Approved.

 

Mayor Pugh informed the Board that the Village of Whitesboro received $1,099.96 from the New York State Justice Court Assistance Program as part of a grant, along with the Court receiving $4,929.98 in directly shipped equipment.

 

Trustee Gilberti informed the Board of receiving an email from Grant Writer Brian Thomas with reference to the Flagg Street Playground Modernization Program Grant.  All final paperwork needs to be executed by Mayor Pugh and then forwarded on.  The Clerk/Treasurer has all said paperwork and will get in order for Mayor Pugh to sign.

 

A discussion then occurred on the topic of the Fire Contract.  Attorney Parker stated he has received a copy of the said 2009 Fire Contract from Town Attorney Schmitt and that the Contract is the same as last year.  The Contract does state payment will be made by the Town on or before May 1, 2009, of which the Board stated they strongly mentioned March 1, 2009 and based upon representation of the Town they agreed to March 1, 2009.  Attorney Parker will investigate this concern.

Motion Trustee Daviau, second Trustee Stephenson authorizing Mayor Richard E. Pugh and the Board of Trustees to execute the 2009 Fire Contract between the Village of Whitesboro and the Town of Whitestown in the amount of $151,397.00, of which payment is to be received by the Village of Whitesboro on or before March 1, 2009.  A discussion then occurred.  Trustee Gilberti does not believe the Town of Whitestown is paying enough for Fire Service and that the Village taxpayers are taking the brunt of it.  Trustee Shaffer agrees with Trustee Gilberti's comments.  A vote was then taken.  Vote:  Trustee Stephenson - yea, Trustee Daviau - yea, Trustee Shaffer - yea, Trustee Gilberti - nay, Mayor Pugh - yea.  Approved.

 

Mayor Pugh polled the Board of Trustees for any further business and there being none asked for a motion to adjourn.

 

Motion Trustee Shaffer, second Trustee Gilberti to adjourn the Meeting at 7:20 P.M.  Vote:  Trustee Gilberti - yea, Trustee Shaffer - yea, Trustee Daviau - yea, Trustee Stephenson - yea, Mayor Pugh - yea.  Approved.
